You must collect 8 charms from each of the elemental types in Arathai Mountains area. These elemetals are level 38, and there are three types. You can find them at the various Circles of Binding in the zone. Afterward, if I remember right, you place them in the caldroun near the questgiver to get the essence. This is all explained in the note given to you at the start of the quest.

Spawns a level 40 elemental. Hes tough but I killed him solo.
