This is a badass tweak that fixes both Video and Audio stuttering. Also said to fix cracks and pops. Even if you don't have any of those problems, the tweak really helps.
http://www.audiotrak.net/support_faq.htm Go there and Download PCI Latency Tool 2.6. Install (use the NT installer if you have WindowsXP) and follow this carefully: -Locate your video card. If the latency is anything over 64, change it to 64. (If your latency was set to over 200 as it is with 90% of cards, this tweak will help you.) -The video card was the focus, but if anything is over 64, you can experiment lowering to 64. I did it with my RAID controller. -ANYTHING that has a value of 0, do NOT change. -Under settings put a check mark on Apply Settings on Startup. -Click Apply -Click Save All set. Warning: I have used this for about the last month or so and it started causing problems with my card. I would try it and if you don't notice a benefit, don't use it. You may see more/less benefit depending on the motherboard/videocard that you have. I found that my bios sets the latency for my pci and agp slots, and no matter what Windows says, it is right.

Easy to change back the settings. Just take the check out of Apply At Startup and restart.
